Background

UNHCR Ethiopia supports urban refugees in Addis Ababa through a cash assistance programme in the form of a multi-purpose cash grant aimed at ensuring the target population has sufficient basic and domestic items. In this context, UNHCR will conduct a post-distribution monitoring assessment in November 2018 with the following objectives:

1) To measure the timeliness and accuracy of the cash-based intervention

2) To assess the appropriateness of the design of the cash-based intervention

3) To evaluate the actual outputs against planned figures

4) To measure progress in achieving impact from a baseline towards a specific target

 

The PDM will provide essential information on the impact of the cash assistance by gathering a variety of data such as top five expenditures of refugees, positive and negative coping mechanisms, impact on household decision-making, unintended impacts, etc. The findings of the PDM will help inform the Addis Ababa cash assistance.

 

DESCRIPTION OF RESPONSIBILITIES

Under the supervision of the protection and programme (cash-based intervention) officers, the enumerator will support the conduction of a post-distribution monitoring assessment in Addis Ababa. The enumerator will:

  • Take part in a one-day training on the use of UNHCR’s online tool for interviews
  • Conduct individual interviews and focus group discussions with refugees from diverse nationalities with the support of an interpreter
  • Use UNHCR online tool to report the results of interviews
  • Have a debriefing with the protection and programme (cash-based interventions) officers

 

Essential Minimum Qualifications and Experience

Education:
  • Enrolment in a university (preferably in social sciences) or completion of a university degree
Experience:  
  • Experience in the usage of computers/mobile phones and office software packages skills (MS Word, Excel, etc.) is required
  • Experience in working in humanitarian/social context or with refugees is desired
  • Experience in conducting individual interviews and focus group discussions is an added value

 

Language Requirements:

The enumerator must possess excellent English language skills (both written and spoken).

Priority will be given to candidates with multiple language skills (Arabic, Somali, Nuer, Tigrigna, French, Swahili, Lingala or Spanish).
