GENERAL BACKGROUND

Dollo Ado District/Woreda is located in the extreme south east of Ethiopia bordering Kenya and Somalia in the south. Dollo Ado has been hosting Somali refugees since 2009. UNHCR, ARRA and WFP in collaboration with humanitarian agencies provide essential live saving, protection and basic services in the five camps: Bokolmanyo, Melkadida, Kobe, Hilaweyn and Buramino. The current refugee population is 219,324 individuals as of March 2019 (source: UNHCR ProGres, as of 15 March 2019).

As part of provision of basic humanitarian services, UNHCR and its partners have constructed schools, health centers, water supply systems, market centers etc. These interventions have significantly improved the lives of the refugees.

To further strengthen achievements registered thus far and bring about sustainable changes in the wellbeing of the refugees, UNHCR and partners will continue to provide basic humanitarian assistance and implement livelihood and lifesaving projects. These often involves construction activities. Hence, the need to have a qualified and experienced Assistant Environment Officer in SOMEL to assist in the planning, designing and supervision of all Environment related projects

 

Purpose and Scope of Assignment

The specific duties to be performed by Assistant Environment Officer shall include but not limited to the following:

  • Oversee management and implementation of Environmental Protection, Rehabilitation, component of the UNHCR-Melkadida-field activities.
  • Ensure that UNHCR-Melkadida program’s work on Environmental Protection, and Rehabilitation is implemented effectively with high quality technical standards.
  • Provide support to programming at UNHCR-Melkadida office through its partners in implementing Environmental Protection and Rehabilitation work.
  • Provide technical support to both IP’s, projects and government field offices including field base Melkadida-field office staff on activities regarding (Environmental protection and rehabilitation interventions.
  • Participate in strategic planning and new business development related to Environmental Protection, and lead in the implementation of SAFE development of exit strategies during and after repatriation of the refugees at camp level and generate innovative ideas for proposals for Environmental protection and rehabilitation interventions.
  • Ensure appropriate services are provided to the refugees at all levels by the IP’s, OP’s and UN-Agencies and the private sector engaged in Environment Protection, Rehabilitation, programs/projects in Melkadida Sub-office.

 

Monitoring and progress Control

  • Performance of filed activities such as observe and record existing filed conditions, take and verify work measurements within Environment interventions projects.
  • Prepare or modify project implementation manuals and bills of quantities for environment interventions.
  • Provide technical assistance/guidance for local contractors as deemed necessary

 

Essential Minimum Qualifications and Experience

Regular contacts with UNHCR's implementing partners, including the government counterparts, to provide assistance on matters related to information technology

Education (Level and area of required and/or preferred education)

 The candidate shall have a minimum qualification of a Bachelor of Science (B.Sc.) Degree in Environmental Engineering, Forestry, Water Resource management, Agricultural Development studies. Master’s degree in Environmental protection studies will be an asset.

 

Work Experience Required:

  • 6 years of progressive work experience (of which 5 years of relevant experience Certifiable with references) in Environmental engineering and/or Forestry related functions including design, implementation, supervision and contract management of Environmental management and forestry works and hydrology.
  • Excellent knowledge of civil engineering design application
  • Very good language skills (English),written as well as spoken
  • Committed to his /her work

 

Asset:

  • Ability to speak the local languages, fluency in the Somali Language will be an added value
  • Experience in similar humanitarian organization

  • Excellent computer skills and proficient in basic computer applications and engineering design software
  • Capability and experience in managing and performing projects in fast paced environment
  • Strong analytical skills

  • Ability to apply technical knowledge in day to day work
  • Willingness to work in hardship and remote area

Desired;

  • Planning and independently carrying out work requiring judgment in the evaluation, selection, application and adaptation of Environmental engineering techniques and procedures
  • Knowledge of UNHCR management tools and platforms
