BACKGROUND 

UNHCR Sub Office Melkadida (SOMEL) is collaborating with the Agency for Refugees and Returnees Affairs (ARRA), the Somali Regional Government, the Dollo Ado and Bokolmanyo Woreda Authorities, and NGO implementing partners to enhance the self-reliance of refugees and host communities by supporting livelihoods and economic inclusion interventions. The self-reliance programme is supported by the IKEA Foundation and focusses on three key sectors: Agriculture, Livestock, and Financial Services (Microfinance). 

Refugee and host communities in the Dollo Ado and Bokolmanyo Woredas of the Somali Regional State predominantly rely on agriculture and livestock production for their livelihood. These two Woredas are regularly subjected to the risk of droughts and floods, impacting the food security and livelihoods of the refugee and host community populations. Refugees live in five camps namely; Buramino, Hilaweyn, Kobe, Melkadida, and Bokolmanyo. 

Since 2012, UNHCR has invested substantial resources in the development of livestock markets, slaughterhouses, community animal health service shops, milk & meat selling businesses, and animal fattening pilot programs. For the period 2019-2021, UNHCR’s priority is to ensure the sustainability of its previous investments (i.e. animal health, meat & milk hygiene, livestock trade, and cooperative formation) by focusing on livestock value chain development activities. The objective is to improve production and marketing of livestock products, including milk, meat, hides and skins. The program also focuses on the promotion of trade in live animals.   

Duties and Responsibilities: 

The Consultant will work under the supervision of SOMEL’s Livelihoods Officer and will be responsible for the following deliverables: 

  • Undertake a set of interlinked value chain analyses for livestock trade and livestock products, including meat, milk, and hides & skins. Identify gaps and opportunities for improvements and investments in each value chain;
  • Project the potential volumes of products that can be produced by refugee hosting areas so that the information on supply volumes can be shared with prospective buyers;
  • Conduct a rapid market assessment to determine local and regional demand for live animals and livestock products (including assessing the potential for exports);
  • With support of the SOMEL Livelihoods Officer, organize a workshop to present the findings of the value chain analysis and validate them with stakeholders;
  • Finalize and submit to SOMEL value chain reports (live animal trade, meat, milk and hides & skin);
  • Provide recommendations on the potential for value addition investments; 

The output of this assignment is a 30 - 40 page document which would include pictures, findings, analyses, and recommendations. The selection of the consultant will be determined on the basis of the strength of technical methodologies and proposals of how he/she will undertake the above activities and on the below minimum requirements; 

Required Qualifications:

Education: 

  • Advanced university degree in Agriculture, Livestock Economics, Veterinary Science, Rural Development or related fields
  • Specialized knowledge of value chain assessment and market systems development 

Minimum Experience and Skills: 

  • Minimum 3 years of relevant experience in providing expert consultancy research services to livestock development projects/programs for rural communities in Ethiopia
  • Demonstrated experience in value chain analysis methodologies
  • Demonstrated experience in livestock value addition projects/programs in Ethiopia
  • Demonstrated experience in the capacity building of livestock cooperatives on production and productivity
  • Negotiation and presentation skills
  • Knowledge of Microsoft Office IT tools

Desired Attributes: 

  • Experience working in refugee hosting environments is a plus
  • Knowledge of the Somali Regional State and context 

Language requirements:

  • Fluency (written / oral) in English.
  • Working knowledge of the Somali language is an advantage.
